Who is NUCA?
Representing nearly 2,000 contractors, suppliers and manufacturers, the National Utility Contractors Association (NUCA) is the only organization focusing solely on the water, sewer, gas and underground utility construction industry. NUCA was founded in 1964 by individuals seeking to unify the utility contractors in order to effectively tackle problems and improve general conditions within the industry. Today, with its strong membership and the affiliation of 40 state and local chapters, NUCA maintains a wide range of benefits, educational opportunities, and services designed specifically for YOU!
2022 Mission and Goals
- Continue following and meeting with State Representatives and Senators while during study committee, to continue to stress safety and unbalanced current law
- Increase membership
2021 Accomplishments, Goals & Pursuits
- Led the discussion to pursue Large Project Tickets and met with companies who are interested in or currently using something similar
- Indiana Damage Prevention Council – Janice Long (Atlas Excavating) is the Secretary of the Damage Prevention Committee, Bruce Dickie (Selge Construction) is the co-chair of the Northern DPC and Rebecca Risdon is the Secretary of the Northern DPC. NUCA of Indiana provides an update at each meeting with the latest news in our industry.
- NUCA National Convention – Kurt Youngs (Youngs Excavating) attended and contributed to the Government Affairs, Damage Prevention and Legislative Committee meetings
- Applied for and received a Proclamation for a Trench Safety Stand Down Week
- Participated in Virtual Washington Summit
- Kurt Youngs became the Contractor Member on the Indiana 811 Board of Directors. He is also Chairman of the Legislative Committee and the Damage Prevention Committee
- Attended the CGA Conference and got involved with Next Practices, which is looking to eliminate the “Us vs. Them” mentality. Kurt Youngs is the Contactor Representative for NUCA National and sits on the Best Practices Committee. Kurt is also involved in 3 other task teams.
- Joe Jonas (HRP Construction) and Kurt Youngs (Youngs Excavating) represented NUCA of Indiana at the Midwest Damage Prevention Conference in French Lick where there was an booth in the exhibit hall and Kurt did a presentation on the Large Project Ticket.
- Chapter Success / In Person Washington Summit – Kurt Youngs, Rebecca Risdon met with 7 out of 9 Congress leaders and both Senators Young and Braun regarding the Infrastructure Plan and Federal Vaccination Mandate.
- Aaron Beckwith (Selge Construction), Bruce Dickie (Selge Construction), Kurt Youngs (Youngs Excavating) & Rebecca Risdon attended the Safety Directors/Damage Prevention Forum in Charlotte, NC where the Infrastructure Protection Coalition was introduced.
- Bruce Dickie (Selge Construction) was named the Contractor Representative on the UPPAC Committee

· Developing community and communication within its membership
· Monitoring and networking with other industries

Past Accomplishments for NUCA of Indiana
Some of the following accomplishments are:
- Members Kurt Youngs and Paul Fallon testified in front of the Indiana Regulatory Flexibility Committee which lead to Senator Crider arranging a meeting with the IURC, 811 and the Utility Companies. A Stakeholders Meeting is now held every three months
- Attend the National Summit in Washington DC to meet with Senators and Representatives to discuss infrastructure financing, workforce development and Training, and fighting or reversing harmful regulations.
- Met with Senators and House Representatives to express concern over current 811 Laws
- Senator Koch proposed Senate Bill 472
- Senator Crider proposed Senate Bill 333
- Senator Yoder proposed Senate Bill 405
- Hired a Lobbying Firm and 4 of our members became registered lobbyists.
- Enjoyed a successful outing at Purgatory Golf Course. Proceeds will be used to support the NUCA of Indiana Foundation for Education and Research Scholarship Fund
- Presented three $500 Educational Scholarships to IUPUI students in the Utility Construction Management Technology (CEMT) Program
